TinyUmbrella - save SHSH iPhone

ECID is Exclusive Chip ID. It is the code of a small chip that Apple has embedded iPhone and iPod Touch. Each iPhone is a different code, thus, Apple can attest iPhone when connected to Apple's Server. ECID not be changed by software, can only be changed by substituting another chip. Apple does not provide authentication for the restore to lower firmware without SHSH, and Apple will just SHSH the latest firmware.

SHSH: When a current firmware is used, the ECID to each device will have a SHSH stored on the Apple Server. SHSH will be used to check the firmware that may have torestore it ECID is valid and when the firmware newer Apple will not get the oldfirmware from Apple's SHSH again. For example, if the device is ECID restore to fw3.1.2, but on the Apple Server 3.1.3 SHSH only save the device can not restorefirmware 3.1.2. But is there a way to restore the desired firmware if SHSH stored on Cydia Server or PC.
